General Record Checklist Applicable to NCLB and Title I

  1. The electronic NCLB Monitoring Instrument via the ISBE IWAS system must be completed prior to your scheduled on-site visit. (instructions)
  2. The electronic NCLB Title I Comparability analysis should be completed prior to your scheduled on-site visit. (instructions)
  3. LEA’s board policies for Equivalency of Services among Schools, Parental Involvement, Unsafe School Choice, Public School Choice and Military Access to School Records.
  4. Written Multidistrict Agreement (if applicable).
  5. LEA’s compliance with project application and implementation e.g. approved copy of current application and amendments, teacher or administrator reviews or notes.
  6. Building’s Title I Plan.
  7. Building’s School wide Plan (if applicable).
  8. Building’s Target Assistance Plan (if applicable).
  9. LEA’s plan for implementing the Parents Right-to Know provision e.g. letter to parents, board policy.
  10. Guidelines related to equipment purchases and inventory.
  11. Evidences that the federally funded services supplement, rather than supplant services and programs provided with state and local funds.
  12. Documentations to support compliance with consultation and participation requirements.
  13. Documentations to support compliance with the requirements of private school participation.
  14. Documentations that the LEA’s is in compliance with the ‘Stevens Amendments (if applicable).
  15. Documentations to support the LEA’s compliance to maintain a homeless education liaison.
  16. Records to substantiate funded staff are providing education services to eligible pupils.
  17. Documentations to support LEA’s compliance with maintenance of effort.
  18. LEA’s policy for comparability of services.
  19. Documentations that supports the LEA’s plan to coordinate services with the Early Childhood Program.
  20. Documentations that supports the LEA’s compliance to provide Supplemental Educational Services.
  21. School Choice-board policy, notification letter, list of pupils.
