School Improvement Grant — Section 1003(g)

The Innovation & Improvement Division of the Illinois State Board of Education is responsible for the oversight of the School Improvement Grant – Section 1003(g) that provides funding to assist schools in federal academic status with their school improvement efforts. 

This grant is provided through the Title I, Part A, Section 1003(g) of the Elementary and Secondary Education Act (NCLB) to schools that have been identified as being in need of improvement, corrective action, or restructuring. 

Individual grants of $50,000 to no more than $500,000 are awarded through a competitive grant review process to eligible schools.  Based on appropriations and demonstrated progress, the schools may receive level funding for two additional one-year periods. These funded projects are distributed to each of the regions within the statewide regional system of support

To be considered, the eligible school must demonstrate through its proposal that it has the greatest need and strongest commitment to implement research based strategies and practices that will improve student achievement and move the school out of improvement status.

 Each funded school must make every effort to achieve the following goals:

  1. Increase the number and percentage of students scoring as proficient on the state assessments in reading and mathematics,
  2. Make adequate yearly progress and move out of improvement status, and
  3. Make decisions regarding the use of the funds based on data and create a system that provides continuous feedback and improvement.

Regional System of Support Provider (RESPRO)
In 2003, ISBE established a regional system of support to provide technical assistance to districts and schools in academic status.  Ten RESPRO regional offices (see map and contact list) provide districts and schools in their regions with programs and processes representing best practices.

Resource Manual – District and School Improvement Planning
The Resource Manual (http://www.isbe.net/sos/pdf/improvement_manual.pdf) provides detailed directions on the actions required to be taken by Illinois districts and schools that have been identified as being in academic status as defined by Public Law 107-110, the No Child Left Behind Act of 2001, Section 1101, Section 2-3.25d of the School Code, 105 ILCS 5/2-3.25d, and Section 1.85 School and District Improvement Plans; Restructuring Plans of the Illinois Administrative Code.  The information should be shared with all district and school representatives involved in the preparation of district improvement plans, school improvement plans, and/or restructuring plans, as well as those developing Title I district plans.

School Improvement Plan and Resources
The School Improvement Plan and Resources website section provides resources for completing the School Improvement Plan (SIP) at the Illinois Interactive Report Card site (http://iirc.niu.edu). The guide and monitoring prompt are to be used together to ensure that users include all requirements of federal and state law for revised school improvement plans. Plan developers will find the questions and the School Improvement Plan Monitoring Prompt useful in plan development, revision, and peer review.

Standards-Aligned Curriculum Development
Selected samples of resources are identified to assist districts and schools with the development and implementation of an Illinois state standards-aligned curriculum, in addressing instructional practices, and assessing student learning. These resources include suggestions for ensuring access to the general curriculum and equity for all students (e.g., at-risk students, students with disabilities, and English Language Learners).
