The meeting was called to order by Chairman Leininger at 10:00 A.M.

Senator Berman introduced Arne Duncan, a newly appointed member of the Board and CEO of the Chicago Public Schools. Chairman Leininger recognized State Board of Education members Bev Turkel and Richard Sandsmark who were in attendance at the meeting.

Staff member Bill Hinrichs made a brief presentation, recapping the state of the economy and the budgetary pressures of the State Board of Education. He presented several General State Aid / Hold Harmless estimates for FY 2003, all of which assumed changes in the foundation level only.

Chairman Leininger passed out the Staff Recommendations for FY 2003. (Staff Recommendations are available on the EFAB website). Staff recommended a $120 increase in the foundation level for FY 2003. It was also recommended that the Hold Harmless and Continuing Appropriation be extended through FY 2003. It is anticipated that the Department of Human Services study on a new poverty measure will be complete in mid-December. Any recommendation regarding the poverty grant will be deferred until after the study is complete. The final recommendations for a FY 2003 foundation level will be voted on at the next meeting.

Chairman Leininger noted that the final report of the EFAB survey is now available on the internet. He also suggested that a working group be formed to draft a reform plan for late spring / early summer release. It was generally agreed that a working group be formed to work with staff and selected others. Chairman Leininger asked members to contact him if they were interested in serving on the working group.

The next meeting of the Board is scheduled for November 29 in the V-TEL rooms of the State Board of Education in Springfield and Chicago. The meeting adjourned at 11:30 a.m.
