The meeting was called to order at 11:30 a.m. by Chairman Leininger. Bill Hinrichs gave an overview of the handout "What We Know at This Time", dated November 29, 2001. Bill discussed the FY 2003 revenue projections, State Board of Education budget, and proposed foundation level increases for the Board's consideration. The Board had a thorough discussion of the different foundation level proposals. Dean Clark made the motion that EFAB's recommendation be a foundation level increase of $120. Marleis Trover seconded the motion. A roll call vote of the five voting members was taken. Bert Docter, Dean Clark, Anne Davis, Marlies Trover and Bob Leininger voted Yes on the motion.

The Board discussed continuing the Hold Harmless for FY 2003. Anne Davis made a motion that EFAB's recommendation be to continue the Hold Harmless for FY 2003. Marleis Trover seconded the motion. A roll call vote of the five voting members was taken. Bert Docter, Dean Clark, Anne Davis, Marlies Trover and Bob Leininger voted Yes on the motion.

The Board discussed the continuing appropriation for General State Aid for FY 2003. Anne Davis made a motion that EFAB's recommendation be to continue the continuing appropriation for General State Aid FY 2003. Dean Clark seconded the motion. A roll call vote of the five voting members was taken. Dean Clark, Anne Davis, Marlies Trover and Bob Leininger voted Yes on the motion.

Senator Berman suggested that EFAB recommend the proposed poverty grant formula be based upon a pupil count of the Illinois Department of Human Services unduplicated count of children enrolled in TANF, Food Stamps, Medicaid and KIDCARE. The Board discussed the proposal and decided to wait until the data from the Department of Human Services is sent to the State Board of Education so it can be reviewed and analyzed.

Chairman Leininger announced the formation of four Work Groups that will be meeting and drafting recommendations in the next few months. The Work Groups are listed below.

Chairman Leininger indicated that staff from the State Board of Education will also be working with each of these Work Groups. Bob also suggested that Tim Bramlet, Taxpayer's Federation, and Doug Kane who is working with the Cook County Tax Assessor be included in the Property Tax Working Group.

Chairman Leininger indicated that the voting members of EFAB were invited to attend the December 13 State Board of Education meeting at which time EFAB's recommendations will be presented to the Board.
