ISBE DELL e-Broadcast Newsletter 2013.245—Assessment and Professional Development

Dear Bilingual Program Directors:

As the brilliant colors of the season begin to emerge across Illinois, we continue our important work with local school districts serving our youngest English learners.  This newsletter will focus on assessment, a series of professional development webinars targeted for early childhood educators, and a World-Class Instructional Design and Assessment (WIDA) lesson plan contest.

Please take some time to review and share this newsletter with appropriate educational leaders across your district.  Webinar titles, dates, and times for the one hour segments can be found in the linked attachments.  As always, if you have any questions or suggestions, or need additional assistance, please contact us at 312-814-3850.

Assessment:  2013 ACCESS for ELLs Mismatch Report Submission Reminder

Illinois school districts are required to annually assess the English language proficiency (ELP) of all English Language Learning (ELL) students.  This must be done using the ELP assessment (ACCESS for ELLs®) prescribed by the State Superintendent of Education until such time that the student achieves an English “proficient” score per 23 Illinois Administrative Code 228.25(c)(3).

Division of English Language Learning (DELL) notified school districts with ELLs who did not take the 2013 ACCESS for ELLs® or 2013 Alternate ACCESS for ELLs and required the districts to report a reason for not administering the test to the ELLs by October 18, 2013.  Districts that did not submit the report by the deadline must submit their report no later than October 31, 2013.

Should you have any questions, please contact Ivette Robles, at (312) 814-3519.  Please contact ISBE Help Desk if you have any questions regarding the Student Information System (SIS) data at 217-558-3600.

Professional Development:  Webinars on Early English Language Development (E-ELD) and Early Spanish Language Development (E-SLD) Standards

WIDA has produced a series of webinars targeted for early childhood educators.  Each webinar is approximately one hour in length.  Please take some time to review the webinar opportunities and share this information with appropriate educators in your district.  The first in the series of webinars is scheduled for October 24, 2013.
