Today our newsletter treats you to a couple of ACCESS for ELLs® “reminders” and a request for your assistance in identifying migrant children. Assessment: Transfer of ACCESS Testing Labels Data to MetriTech – November 8, 2013
The Illinois State Board of Education will pull SIS data for the ACCESS testing labels transmission to MetriTech. This will occur at the close of business on November 8, 2013, 4:00 p.m.
Data will be pulled for students in grades K-12 who have been identified as Limited English Proficient (LEP) on their 2014 enrollment record.
To verify the identified LEP students that will be receiving an ACCESS label, login to IWAS/SIS and create the ACCESS Pre-Id Report.
To create the ACCESS Pre-Id report:
- Login to SIS via IWAS
- Click on the "Reports" link in the menu on the left
- Click on the Plus sign next to "Student"
- Click on the Plus sign next to "Bilingual"
- Click on "Detail" across from ACCESS Pre-Id. If any students are missing from this report make sure their LEP Indicator is set to "Yes".

2013-14 ACCESS for ELLs® Training Toolkit
The Training Toolkit has been updated for this year's test administration. WIDA encourages local professional development trainers to use these materials, including PowerPoint presentations, to assist in preparing for the 2013-14 testing season. Please login to download and view the files.
Conditions for Learning: Identifying Children and Youth Eligible for the Migrant Education Program (MEP)
The Division of English Language Learners requests your assistance in identifying migrant children eligible for the MEP who may be enrolled in your district. ISBE has contracted with the Illinois Migrant Council to coordinate the identification of migrant students statewide. A trained recruiter must conduct an eligibility interview to determine if the child/youth is eligible for the MEP and complete a Certificate of Eligibility (COE).
Children and youth under 22 years of age may be eligible for the MEP if they have moved alone or with their families across school district lines within the preceding 36 months in order to seek or obtain qualifying agricultural work. In addition, the child/youth must not have a high school diploma or a GED. Every MEP eligible student enrolled in your district should be coded as “Migrant” on the State Student Information System.

The MEP, funded under Title I, Part C of the No Child Left Behind Act, offers supplemental education services to eligible migrant children to help them overcome barriers to academic achievement resulting from their migrant lifestyle. Districts with concentrations of migrant students may apply for MEP funds to provide summer school or other educational services to eligible migrant children.
