The FY09 Consolidated Application to Serve English Language Learners
The information contained on this page is intended to assist local school districts in completing the FY09 Consolidated Application to Serve English Language Learners. The FY09 Consolidated Application includes state funding through Transitional Bilingual Education/Transitional Programs of Instruction and federal funding through Title III (Language Instruction Programs for Limited English Proficient Students and Immigrant Education Programs).
Program directors, administrators and technical support personnel are strongly encouraged to read the “Tips for Downloading” before downloading the application. In addition to the application, this website describes funding eligibility requirements, streaming video segments and an opportunity to participate in phone conferences that will answer your questions.

Who is eligible to use the short form of the FY09
Consolidated Application?
- School districts with less than 20 LEP students
and that are not seeking Title III (LIPLEPS or IEP) funding.
- School districts with less than 20 LEP students
that will not seek any funding or reimbursements AND that
want program approval only (These districts do not need
to complete the budget and grant agreement forms.)
Eligibility: Title III Language Instruction Programs for Limited English Proficient Students Program (LIPLEPS) and Immigrant Education Program (IEP)
To qualify for Title III LIPLEPS funding, districts must be able to identify at least 100 ELL students. Interested districts that have not identified at least 100 ELL students may enter into a cooperative agreement with another district for LIPLEPS funding.

Phone Conferences - Answers to Your Application Questions
Two phone conferences were convened in May 2008 to assist local school districts in completing the FY09 Consolidated Application to Serve English Language Learners. These two dates are listed below.
May 1, 2008 – 1:00 – 3:00 p.m. (The target audience for this call are educators with previous experience in completing the application.)
May 2, 2008 – 10:00 – 12:00 a.m. (The target audience for this call are educators new to completing this application and those needing a review.) |
Application Due Date and Submission
To qualify for both state TBE/TPI and federal Title III funding, the completed application must be received or postmarked by Monday, June 30.
Applications postmarked after the June 30 deadline will not be eligible for federal Title III funding. Please remember that the Consolidated Application is not yet part of the e-grant system and therefore, will only be available via downloading from the above website.
