SPECIAL NOTE TO OUT-OF-STATE CANDIDATES Under
certain conditions, some individuals may be eligible for
a waiver of the Basic Skills and/or content area test. Applicants
should not assume eligibility for a test waiver and should
be prepared to complete the appropriate Illinois tests. Also,
please note that there are no waivers for the Assessment
of Professional Teaching (APT) test. All applicants seeking
Illinois teacher certification must pass the appropriate
APT test. Furthermore, any person seeking a special education
certificate will be required to pass the Special Education
General Curriculum (SEGC) test. The Special Education General
Curriculum test is required for all of the following certificates
and cannot be waived:
- Learning Behavior Specialist I
- Teacher of Students Who
Are Blind or Visually Impaired
- Teacher of Students Who
Are Deaf or Hard of Hearing
- Speech-Language Pathologist:
Teaching
Applicants seeking testing waivers should download ISBE
form 73-99 (Confirmation of
State Certification Tests Taken) and complete Part I. Part II must be completed
by the
State Department of Education where the applicant passed the out of state
test(s). The state department of education submitting the
form on your behalf must send
the form directly to the Illinois State Board of Education, Division of Certification.
The address is given at the top of the form. If form 73-99 is forwarded to
the State Board by the applicant or a Regional Office of Education it will
not be honored under any circumstance.

testing and applicants should not assume eligibility
