Entitlement
Entitlement is the process of completing an Illinois approved
teacher, administrative, or school service personnel program.
If the applicant has successfully completed all program and
coursework requirements, the entitling institution will send
notification to the Illinois State Board of Education. Essentially,
the entitling institution “recommends” that the
applicant be issued a certificate. If all testing requirements
have been met and the applicant meets all other statutory
requirements, the certificate will be issued upon submission
of all relevant documents and fees.* The following documents
are required for an entitlement application:
- Application for Certificate (73-03C
for Teaching, 73-03D
for Administrative or School Service Personnel). The
application must be signed and sealed by the entitling institution;
- $30 nonrefundable fee. The fee MUST be in the
form of a money order made payable to the “State Superintendent
of Education”
*Foreign applicants must also submit ISBE
form 73-91 and proof of employment eligibility.
