In order to submit an application for a Transitional
Bilingual certificate, the following materials must be submitted,
- ISBE
form 73-03C (Application for Teaching Certificate)
- $30
money order made payable to the “State Superintendent
of Education”;
- Official transcripts with a bachelor’s
degree posted.
Application packages must be complete and
contain all applicable documents in order to be considered
by the Illinois State
Board of Education. Application packages may be submitted
in person or mailed to:

*Please note that in order to be issued a Transitional Bilingual
certificate, applicants must already hold an Illinois early
childhood, elementary, secondary, special, or substitute
teaching certificate.
Applications and fees may also be submitted via the internet
on the Educator Certification
System (ECS).
