Federal School Renovation Grant Program
The Illinois State Board of Education is pleased
to announce that on January 31, 2002, grants under the Federal
School Renovation Grants program were awarded to 297 districts
state wide. These grant awards totaled $31,632,913. Pursuant
to federal legislation, only high poverty and rural districts
were eligible to participate in the program.
The Federal School Renovation grants were awarded
to LEAs on a competitive basis for urgent school repairs and
renovations. The 297 districts receiving grants comprised
seventy six percent of the total districts submitting proposals

Project Completion
Background
The federal FY2001 Omnibus Appropriations Act
provided $1.2 billion nationwide for grants to LEAs to complete
urgent school repair and renovation projects, certain activities
authorized under Part B of the Individuals with Disabilities
Education Act (IDEA), technology activities related to school
renovation, and charter school facility financing. Funds were
distributed to states based on each state's FY2000 Title I,
Part A, LEA grant shares. Illinois received $42,603,249 as
its allocation from this grant, with $31,632,913 earmarked
for urgent school repairs and renovations.
Eligibility
Eligible applicants consisted of local education
agencies identified by the Illinois State Board of Education
as meeting the federal eligibility criteria of either having
a high rate of poverty or being located in a rural area.
Use
School Renovation Grants may be used for school
repair or renovation projects needed to ensure the health
and safety of students and staff. Projects that were eligible
for funding under this program included:
- repairing, replacing, or installing roofs, electrical
wiring, plumbing systems, sprinkler systems, security systems,
or sewage systems;
- repairing, replacing, or installing heating, ventilation
or air conditioning systems (including insulation);
- bringing schools into compliance with fire and safety
codes; or
- making modifications necessary to make school facilities
accessible in order to comply with the Americans with Disabilities
Act of 1990 or the Rehabilitation Act of 1973; or
- for asbestos abatement or removal from public school facilities.
Awards
Poverty applications: A total of 29 proposals were received
for the funds in the poverty pool. All 29 applicants received
a grant award because the total of the funds requested was
lower than the funds allocated for the poverty portion of
the Federal School Renovation Grant Program.
Rural applications: There were 362 proposals received for
funds in the poverty pool with a total funding request of
$17,823,640. The funding request for rural funds exceeded
the amount available which was $13,172,522. A total of 268
applicants received a grant award for the rural portion
of the Federal School Renovation Grant Program.
Project Completion
Upon the completion of the project, districts are required
to submit a Final Narrative Report
to the Illinois State Board of Education,
School Business and Support Services Division, 100 North
First Street, Springfield, IL 62777. When we have the Final
Report, the final payment will be processed.
Funds will be reimbursed based upon expenditures and obligations
shown on the quarterly expenditure reports. If you have
