CSR Funds: Congress has allocated no new funds for
states for Comprehensive School Reform (CSR) projects. Illinois
will use remaining CSR funds for a final grant award of $15,000
for Title I and Title I eligible schools with continuing CSR
projects only and no new CSR projects will be funded.
Next Year's Grant Awards: Schools with continuing
CSR projects may apply for $15,000 to sustain CSR activities
for the 2006-2007 school year with a start date of July 1,
2006 and an end date of August 31, 2007.
Grant Reporting Requirements: The Illinois State
Board of Education has contracted with Northern Illinois University’s
Outreach division to conduct the annual evaluation of schools
participating in the Comprehensive School Reform (CSR) program.
The annual evaluation consists of six parts as indicated
below. Please complete the parts relevant to your program
and submit the materials no later than July 1, 2006.

Submit a copy of the model provider’s evaluation
report on the school’s progress for implementing
the model/design. This must include the provider’s
benchmark documents. Schools using a local model will
need to complete the Evaluation Report for Local Models.

Schools Completing Year Two |
A contract from the model/design provider
which includes the following:
- Assurances that there continues to be an appropriate
match between the needs of the school and the services
of the provider.
- Assurances that the service provider has the capacity
to meet the ongoing needs of the participating school
for the continuation of the grant.
- Timeline of the high quality and continuous staff
development for years 3 linked to the model and is
designed specifically to meet the needs of the school.
(Include the previous year’s timelines).
- Costs of the services of the provider and the cost
incurred by the school.

model providers and sustaining your improvement efforts.
The NCREL Comprehensive
School Reform (CSR) Web site features a wide range of
easily accessible information and materials to assist in the
planning and implementation of CSR and other school improvement
initiatives. The site highlights current CSR tools and research
and provides guidance for addressing the 11 components. Answers
to frequently asked questions, as well as links to each states
CSR Web site and current contact information, are provided
to steer schools and districts in the right direction.
NCRELs popular Making
Good Choices series is available in PDF format. These
valuable resources provide schools and districts with the
direction and tools they need to make informed, data-driven
decisions about school reform options. The latest in the series,
Sustainable
School Improvement, is geared to school and district leaders.
It focuses specifically on sustaining the school improvement
effort. Also available on the site is the Guide
to Working With External Providers, which demonstrates
how schools and districts can work effectively with a host
of external providers. Access these and other CSR resources

The Center for Comprehensive School Reform and Improvement
The Center for Comprehensive
School Reform and Improvement is dedicated to helping
schools increase student achievement by organizing, planning,
implementing, and sustaining comprehensive reform and improvement.
Resources available on the Web site include an online library
comprising a searchable database of abstracts related to reform;
policy briefs; research syntheses on comprehensive reform;
and online and telephone reference services. Guides and tools
are also available to assist schools in translating information
into action.
