E-Rate
Universal Service Program for Schools and Libraries
Funds to Get You and Keep You Connected
The Universal Service Program for Schools and Libraries -
more widely known as the "E-rate" - is a Federal
program that provides discounts to all K-12 schools (public
and private) and public libraries to assist them with internet
connectivity. The discounts range from 20% -90% and are based
on the income levels of the students and their eligibility
for the National School Lunch Program.
In general, the eligible services fall into three major categories:
Telecommunications - including basic telephone service,
cellular and paging services, and the cost of dedicated lines
(e.g. 56K, T-1 lines) that provide internet access
Internet Access - gateway internet services from an
ISP (Internet Service Provider)
Internal Connections -- including wiring and network
equipment needed to bring information directly to classrooms
or library patrons.

The E-rate does not cover desktop computers, learning software,
teacher training, or electrical infrastructure improvements
to school buildings.
Currently, all of the applications are in for the current
Program Year 7 (July 1, 2004 - June 30, 2005). Schools should
begin to prepare for Program Year 8 (2005-2006) in the summer
months, as the "window" for Year 8 applications
will open sometime in the Fall of 2004. Please stay posted
on the dates. First-time participants in the program should
read through the FAQ and other reference documents in anticipation
of the application period.

The ISBE sponsors information and application sessions throughout
the State during the application window, which is usually
from October January. Please stay in contact with your
local ROE/ISC and Learning Technology Center (LTC) for information.
