Acronyms and Definitions

ADA — Americans with Disabilities Act.

ADA — Average Daily Attendance. Used in calculating General State Aid - the aggregate number of pupil days in attendance divided by the number of days in the regular school session.

AFR — Annual Financial Report.

AVC — Area Vocational Center.

Blueprint — A document that supports school districts as they work with their communities in designing a plan for improving learning and bringing new opportunities to communities through technology and telecommunications

BOCA — Building Officials & Code Administrators. The BOCA National Building Code is the regulation used in the construction and enforcement of school buildings.

CDB — Capital Development Board. A state agency that oversees state government construction

Certificate of Occupancy — A school board wishing to occupy a facility shall submit an application to the regional superintendent. The regional superintendent shall respond to a request for a certificate of occupancy when all work covered in a building permit is completed. A Certificate of Partial Occupancy may be given for areas of completed work in a large construction project. A Certificate of Temporary Occupancy is given for rented, leased, vehicular or modular facilities once each year.

CACFP — Child and Adult Care Food Program

CFDA — Catalog of Federal Domestic Assistance CHART OF ACCOUNTS

CNP — Child Nutrition Programs.

CPS — Chicago Public Schools

CPI-U — Consumer Price Index for All Urban Consumers

CPPRT — Corporate Personal Property Replacement Tax

CCADE — Council of Chicago Area Deans of Education

CCSSO — Council of Chief State School Officers

DOL — Department of Labor.

EPSDT — Early and Periodic Screening, Diagnosis and Treatment

EFE — Education for Employment

EFT — Electronic Fund Transfer

EAV — Equalized Assessed Valuation.

FAAS — Financial Assurance and Accountability System FAAS is a tool for self-analysis that helps districts determine their financial status.

FRIS — Financial Reimbursement Information System

FWL — Financial Watch List

Fire Protection — The provision of construction safeguards and exit facilities; and the installation of fire alarm, fire-detecting and fire-extinguishing service equipment to reduce the fire risk, including the risk involved in the spread of fire by exterior exposure to and from adjoining buildings and structures. (This general term is used to define any mechanical system or structural component used in a building to reduce the risk of fire to occupants).

FACTS — Funding and Child Tracking System

HCFA — Health Care Financing Administration.

H/L S — Health/Life Safety. The term for understanding various requirements, processes, and forms used in administering the health and safety of children in public schools

Health/Life Safety Code for Public Schools (23 Ill. Adm. Code 180; also called Part 180) — The part is to establish minimum standards for public school facilities that will protect the health, safety, and general welfare of the pupils, school personnel, and others who use them. Note: The facilities of districts governed by Article 34 are subject to the requirements of local building codes

IAC — Illinois Accessibility Code. Incorporates both Illinois and federal accessibility requirements for new construction, multi-story housing, additions, alterations and historic preservation projects to be applied in all jurisdictions throughout the State of Illinois

IAPT — Illinois Association for Pupil Transportation.

IFAC — Illinois Financial Advisory Committee

ILEARN — Illinois Local Education Agency Retrieval Network. Internet application which allows the user to retrieve data from each school district in Illinois.

Illinois Plumbing Code — The Illinois Plumbing License Law [225 ILCS 320] requires the Illinois Department of Public Health to promulgate and publish an Illinois Plumbing Code with minimum code standards for plumbing fixtures required for the comfort and convenience of workers and the public. Per the Health/Life Safety Code Part 180.60 public schools shall conform to this code.

IPAM — Illinois Program Accounting Manual – A Manual for Local Education Agencies that provides the basis for complete accounting of all district/joint agreement receipts and disbursements, systematic development of program budgeting, and the accumulation and dissemination of program-oriented costs.

IPTIP — Illinois Public Treasurers' Investment Pool.

IPTAC — Illinois Pupil Transportation Advisory Committee.

IPCRB — Illinois Purchase Care Review Board.

ISTA — Illinois School Transportation Association.

ISBE — Illinois State Board of Education.

IDEA — Individuals with Disabilities Education Act.

ISC — Intermediate Service Center. Exist only in suburban Cook County and serve professional development needs of specific regions in suburban Cook County

Issuance of Building Permit — The regional superintendent, after having determined that the plans and specifications submitted by the district comply with all applicable requirements, shall approve such plans and specifications by issuing a building permit for the construction of school facilities.

JILG — Jobs for Illinois Graduates.

LUDA — Large-Unit District Association

LPDC — Local Professional Development Committee.

NAPT — National Association for Pupil Transportation.

NASDPTS — National Association of State Directors of Pupil Transportation Services.

NEC — National Electric Code. The National Electric Code is the regulation used in the installation of electric conductors and equipment within or on school structures, buildings, modulars, rented, leased, parking and other school facilities. Also known as NFPA 70

NFPA — National Fire Protection Association. Publishers of the National Electrical Code®, the Life Safety Code®, the Fire Prevention Code™, the National Fuel Gas Code®, and the National Fire Alarm Code®. The mission of NFPA, which was organized in 1896, is to reduce the worldwide burden of fire and other hazards on the quality of life by providing and advocating scientifically based consensus codes and standards, research, training, and education

NHTSA — National Highway Traffic Safety Administration.

NSB — National School Breakfast.

NSLP — National School Lunch Program.

OEPP — Operating Expense Per Pupil The gross operating cost of a school district (excepting summer school, adult education, bond principal retired, and capital expenditures) divided by the average daily attendance for the regular school term.

PTELL — Property Tax Extension Limitation Law The law limits the increase in property tax extensions to five percent or the percent increase in the Consumer Price Index, whichever is less.

QAIP — Quality Assurance and Improvement Planning.

ROE — Regional Office of Education

Registered (Licensed) Design Professional — An architect or engineer, registered or licensed to practice professional architecture or engineering as defined by the statutory requirements of the laws in Illinois. Department of Professional Regulations Architecture Practice Act of 1989 [225 ILCS 305] & Engineering Practice Act of 1989 [225 ILCS 325].

Safety Survey Report — A report prepared by a licensed design professional and ensuing from a decennial inspection of school buildings required pursuant to section of Part 180.310.

SMP — Special Milk Program.

SFSP — Summer Food Service Program.

TIF — Tax Increment Financing – TIF is a financing tool used to redevelop blighted area and create economic recovery.

TBE — Transitional Bilingual Education: districts with 20 or more students of the same language background in one school are required to provide this service.

TPI — Transitional Program of Instruction: schools with fewer than 20 eligible students in any language classification are required to provide TPI.

Truth in Taxation Law — This law requires any district levying more than 105 percent of its prior-year extension to publish a notice in the newspaper and hold a public meeting concerning the proposed levy increase.
