State Board Defers Action on Highly Qualified
Teachers
The State Board of Education voted May 13 to defer action
on the proposed "Illinois Criteria for Meeting NCLB
Requirements for Highly Qualified Teachers" until
the June meeting. This will give Board members and the
public additional time to consider the proposal and for
the Board's Education Policy and Planning Committee to
formally discuss the issues and prepare a recommendation
to the Board.
During the discussion of this topic, the Superintendent
indicated that he wanted to amend the proposed criteria
to reflect his recommendation that, pending further guidance
from the federal government, the Board should defer any
action that would establish new requirements for special
education teachers. On the basis of this recommendation,
the draft proposal (see attached proposal dated May 14,
2003) has been revised to indicate that both current and
new special education teachers who meet the existing special
education certification requirements will be considered
highly qualified.
The State Board informally authorized staff to proceed
with the survey needed to collect baseline data for the
2002-2003 school year.
Comments on the attached proposal should be sent to (statesup@isbe.net)
no later than May 30, 2003. Information about the next
State Board discussions on this proposal will be provided
on the website as it becomes available.
