General Program Requirements for Child and Adult Care Food
Programs
Child Care Centers must be:
Licensed by the Department of Children and Family Services
(DCFS) as a child care center and/or outside school hours
center and be a federally tax exempt non-profit organization
or be in the process of obtaining federal tax exempt status
under the Internal Revenue Code.
OR
Licensed by the Department of Children and Family Services
(DCFS) as a child care center and if for-profit, the center
must have at least 25% of its enrolled children or 25% of
its license capacity, whichever is less, funded by the Illinois
Department of Human Services (IDHS) and/or DCFS.
Schools:
Outside school hours programs, early childhood programs
and/or day care centers are eligible to participate and
are exempt from DCFS licensing requirements.
Day Care Homes must be:
Licensed as a day care home provider by the Department
of Children and Family Services (DCFS),
AND
Approved to participate under a nonprofit sponsoring organization
which has an agreement with the Illinois State Board of
Education to administer the CACFP.
