classroomNew Evaluation Systems Provide Illinois Educators Greater Support


Welcome to PEAC’s website, your one-stop source to learn more about how performance evaluations for Illinois teachers and principals will change over the next few years.

Research shows that most current evaluations are subjective and don’t point out strengths and opportunities for professional growth. The 2010 Performance Evaluation Reform Act calls for the transformation of current evaluation systems and the inclusion of student academic growth. Local school districts will work collaboratively to determine what type of evaluation system fits best. Educators will be trained in the new systems, which will be phased in across Illinois between now and 2016.

PEAC is working to develop recommendations to make to the Illinois State Board of Education on how the new evaluation systems should look. Before the state approves the final guidelines, there will be many opportunities for educators to share their thoughts. Please check back here to keep up to date on the process.

Principals (11/22/11)

Beginning in September 2012, all principals must be evaluated every year by a trained, pre-qualified principalsevaluator. Like teachers, principals’ evaluations will now incorporate measures of student academic growth. Also similar to teachers, principals will be rated using clearly defined standards of effective practice and excellent school leadership.

Benefits: Improved evaluation systems have the potential to offer principals a clearer picture of what’s happening in their schools. Effectively implemented, these systems will provide more opportunities for educators to reflect on their practice, receive constructive feedback, and expand opportunities for professional growth. Hand in hand with new evaluation systems, districts will be expected to strengthen their professional development offerings so that educators get the support they need to help their students improve. The ultimate goal of this evaluation reform is ensuring that every child in Illinois has an outstanding teacher and principal.

teachersState law requires school districts to create and implement performance evaluation systems to measure teachers’ and principals’ skills while factoring in student academic growth. Over the next five years, district administrators and teachers’ union representatives will have the ability to work together to develop their own measures or decide to use all or part of the state’s default/optional model.

The new, more objective systems will clearly define professional excellence, using observation and evidence to rate teachers in one of the four categories:

  • Excellent
  • Proficient
  • Needs Improvement
  • Unsatisfactory

  • Mandatory Board Training

    Board member training that satisfies Section 10-16a of the Illinois School Code (added by Public Act 097-0008) is available via the Illinois Association of School Board's Online Learning Center. Senate Bill 7 authorizes ISAB to conduct this mandatory training and additional providers may be approved by ISBE (in consultation with IASB) for this training in the future. Additional information and course information is available at on the IASB website, http://www.iasb.com/.

PEAC Launches New Site


SPRINGFIELD, Ill. — The Performance Evaluation Advisory Council (PEAC), a group of educators developing recommendations to create new, more effective teacher and principal evaluation systems, has launched its new website. The site, www.isbe.net/PEAC, is designed to inform educators and the general public about PEAC’s work and what the new evaluation systems will mean for Illinois schools.

PEAC will make recommendations to the Illinois State Board of Education on how to reform current educator evaluation systems to incorporate measures of student academic growth. The new performance evaluations are a result of the 2010 Performance Evaluation Reform Act (PERA).  The intent is to produce more accurate evaluations, leading to more effective teachers in classrooms and higher-achieving students.

The website will be updated with new information as PEAC completes its work and the state considers the group’s recommendations. The site will also serve as an excellent resource for those looking to participate in creating new evaluation systems, with details on PEAC’s public meetings, surveys, upcoming regional meetings, and other opportunities for educators to share their thoughts.
