Annual Statement of Affairs
Annual Statement of Affairs (ISBE 50-37) is used by school
districts and joint agreements.
Section 10-17 of the School Code (105 ILCS 5/10-17) requires
school districts and joint agreements to publish an Annual
Statement of Affairs Summary.
Public Act 94-875 (effective 7/1/06) amended Section 10-17
of the School Code regarding the Annual Statement of Affairs
(ASA) for school districts/joint agreements. Prior to December
1, 2007, these LEAs shall make available to the public the
ASA for the fiscal year ending June 30, 2007, by:
- Submitting the ASA to the State Board of Education
(ISBE) for posting on the agency’s Internet website;
- Having copies of the ASA available
in the main administrative office of the school district/joint
agreement; and
- Publishing an ASA Summary in a newspaper
of general
circulation that is published in the school district/joint
agreement.
The ASA Summary for publication in the local paper must
include:
- A summary statement of operations for all funds, as
excerpted from the ASA filed with ISBE. The summary statement
must
include a listing of all moneys received, indicating the
total amounts, in the aggregate, each fund received, with
a general statement concerning the source of receipts.

- A listing of all money paid out where the total amount
paid during the fiscal year exceeded $2,500 in the aggregate
per person, firm, or corporation, giving the name of each
to whom money was paid and the total paid to each. (page

- A listing of all personnel, by name, with an annual
fiscal year gross payment in the applicable salary range
provided
for each certificated and non-certificated category. (page
5 of ASA workbook)
ANNUAL STATEMENT OF AFFAIRS: 2006-07:
Select FORM with your right mouse button. Choose “Save
Target As” then save the form to your computer. (When
downloading, reply "yes" to enable macros.)
The form must be saved or the data will be lost.
SUBMIT ANNUAL STATEMENT FOR PUBLICATION TO ISBE.
Submit the ASA via ISBE
Attachment Manager and in the
receiver group select “School Finance Reports Group”.
What needs to be submitted to ISBE:
The “Statement
of Affairs” work book can be submitted
as one file to avoid separating worksheet.
You are required to submit the complete Annual Statement
of Affairs (excluding Published Summary, page 4 and Payments
$500 to $900, page 8).
What needs to be submitted to the local newspaper:
- Published Summary, page 4
- Salary Schedule, page 5
- Payments (over $2,500) page

What items need to be retained at the school district/joint
agreement office:
- Completed Statement of Affairs Excel Workbook.
Future Goals
Since most of the data for this form
comes from the AFR or other data files maintained at ISBE,
we are working toward
populating data directly into the ASA forms as a convenience
for the user.
