School District/ Joint Agreement Budget Form - FY08
Laws effective July 1, 2006 for School Districts:
The School Code, Section 17-1 (P.A. 94 – 0234) requires that, beginning with the Budget for Fiscal Year 2007, all districts must submit their adopted budget to ISBE for posting on its’ web site. In addition, for purposes of implementation of the balanced budget provisions of P.A. 94 – 0234, if the budget for Fiscal Year 2007 or thereafter adopted for a school district reflects a deficit that exceeds an amount equal to one-third of the applicable fund balances, that district must formally adopt a deficit reduction plan. The adopted budget and the deficit reduction plan must be submitted concurrently to ISBE, within 30 days of adoption, and in no case later than October 30th, annually.
Note: Joint Agreement Entities are excluded from this requirement.
The School Code, Section 10-20.21 (P.A. 94 – 0714) requires all school districts to file a report regarding ‘vendor contracts’ as an attachment to their budget. In this context, the term ‘vendor contracts’ refers to ‘all contracts and agreements that pertain to goods and services and that were intended to generate additional revenue and other remunerations for the school district in excess of $1,000, including without limitation vending machine contracts, sports and other attire, class rings, and photographic services. The report is to list information regarding such contracts for the fiscal year immediately preceding the fiscal year of the budget. These contracts must be approved by the school board and the report should be listed on the schedule attached to the School District Budget Form.
