Reporting to the Director, assists in providing leadership and direction of the overall operations of the Career and Technical Education Department; supervises staff; oversees and administers state and federal programs; maintains strong project management and coordination between projects, across ISBE departments, and with other Agencies; represents ISBE at committees and other meetings; provides technical assistance to agency staff, local education agencies, and program administrators. Functions as an advisor to leadership.

  • ​​​Supervises staff.
  • Assists in mentoring and training new employees.
  • Plans, assigns/reassigns, prioritizes, and reviews work assignments.
  • Approves/denies use of benefit time.
  • Establishes annual goals and objectives.
  • Completes and signs performance evaluations.
  • Provides technical guidance and direction.
  • Counsels staff.
  • Presents documentation of just cause for disciplinary action to the Director of Human Resources.
  • Oversees and administers state and federal programs.
  • Coordinates the development and implementation of projects and initiatives.
  • Maintains strong project management and coordination between projects, across ISBE departments and with other agencies.
  • Acts as department liaison/representative of ISBE within agency and at external committees and meetings.
  • Represents and communicates ISBE priorities and positions.
  • Responds to and maintains communication with other agencies and entities on collaborative projects.
  • Provides technical assistance to agency staff, local education agencies and program administrators.
  • Works with the Director and other staff, as assigned, to develop a strategic action plan for new and existing initiatives, monitors progress towards strategic goals and metrics.
  • Researches and analyzes key policy and implementation issues to understand the impact and implications.
  • Creates documents, gives presentations, and produces other work products related to ISBE Career and Technical Education department initiatives.
  • Assists in managing the budgetary functions of both federal and state programs in the department.
  • Performs other duties as assigned.
  • ​Master's degree in Education, Public Administration, Business Administration, Education Administration, Policy, or Law, or, a Bachelor's degree in one of these fields plus two years of relevant professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Three years of experience (in addition to education requirements) with policy development and regulatory compliance issues in education.
  • Experience working with monitoring and compliance regulations associated with federal programs.
  • Extensive experience with Microsoft Excel, web-based programs and applications.
  • Extensive knowledge of policies and procedures relating to education.
  • Knowledge of and practical application of organizational skills.
  • Ability to multi task and prioritize projects.
  • Strong knowledge of federal law and policies.
  • Good oral and written communication skills.
  • Excellent interpersonal skills.
  • Good negotiation skills. ​
  • Experience with federal and state grants, competitive grants. ​​​
  • Knowledge of school and technology. ​​​
  • Prior supervisory or project management experience. ​​​
  • ​Knowledge of agency processes. ​​​
