​Reporting to the Director, processes all Title I grant requirements including reallocation and waivers; reconciles quarterly receivables and collects delinquent debt; assists staff in compiling data for the Federal Funding Accountability and Transparency Act as well as the Temporary Assistance for Needy Families Program.

  • ​Responsible for assisting with grant administration of the Title I program cluster.
  • Assists staff in verifying data elements used in the Title I allocation process and performing a quality review of final allocations.
  • Processes grant documents for payment and expenditure reports, computes excess carryover, maintains master list of district waivers and eligibility, processes approved Title I waivers.
  • Collaborates with Title I program area staff on Title I reallocation parameters and implements the reallocation process.
  • Performs the receivables collection process for all grants and claims in the department.
  • Applies all incoming audit adjustments, processes and distributes all refund due letters.
  • Prepares and submits the receivables report on a quarterly basis to Fiscal.
  • Responsible for all uncollectible debt which include maintaining a master file of all debt not recovered under the Grant Funds Recovery Act, entering debt into the Comptroller offset system, processing involuntary withholding notices received from the Comptroller.
  • Works with debt collection agencies procured by the Department of Revenue and prepares all documentation to write off uncollectible debt with the agency Financial Officer or Office of Attorney General.
  • Updates collection procedures in accordance with state regulations for recovery of debt.
  • Assists staff in extracting data from the Financial Reimbursement Information System and compiling grant information in accordance with Federal Funding Accountability and Transparency Act.
  • Performs a quality review and contacts early childhood grantees as necessary to ensure accurate reporting for the Temporary Assistance for Needy Families program.
  • Assists electronic grants management system staff in testing all grants prior to final approval and publishing.
  • Performs other duties as assigned.
  • ​Bachelor's Degree in Business, Accounting, or Finance or a High School Diploma with a combination of four years of education, experience and/or training related to the duties of this position.
  • Experience using Excel including creating spreadsheets, extracting data into workbooks, managing data using basic Excel formulas, ability to sort and format data for presentation.
  • Ability to communicate orally and in writing.
  • Ability to work independently and with teams in a collaborative manner.
  • ​Working knowledge of federal and state regulations, laws and procedures related to grant programs and their administration.​
