Reporting to the Director, provides a variety of budget and fiscal management related documents; produces and distributes documents regarding agency budget development and administration; assists the Senior Budget Analyst with agency cost allocations and federal funding. assists with analysis of budget and fiscal management issues of interest to the agency.

  • Participates in the production and distribution of documents, schedules and reports regarding agency budget development and administration.
  • Conducts analysis of specific budget and fiscal management issues of interest to the agency.
  • Collaborates with other budget staff to provide information to directors and management.
  • Completes confidential analyses for Director of Budget & Financial Management and CFO.
  • Under general supervision, develops, implements and monitors annual spending plans and ensures sustainability of funding in future fiscal years.
  • Performs analyses for expenditure planning procedures and resource allocations for programs and departments.
  • Develops, coordinates, and implements revenue and resource availability projections and ensures spending plans are approved after reviewing and determining available resources.
  • Assists in developing a projection and monitoring system to ensure proper allocation of resources and alignment to the agency's financial plan.
  • Performs duties associated with maintenance of funding for personal services budgets and contracts in Human Resources Management Systems (HRMS) and Management Information Database Accounting System (MIDAS) and makes recommendations regarding appropriate funding in accordance with cost allocation principles.
  • Under general supervision, provides technical assistance to agency staff and management regarding budget and fiscal management policies, regulations, systems, and cost allocations for personal services and contracts.
  • Assists in team review of state and/or federal programs/grants and resolves budget and fiscal management problems found.
  • Participates as a team member to assist in establishing funding priorities and in the administration of state and federally funded programs statewide to ensure effectiveness in compliance with all applicable rules and regulations.
  • Assists the Senior Budget Analyst in maintaining a physical and electronic database of federal awards, projecting cash flows for federal programs, maintaining and distributing federal awards reports, loading and maintaining grant data in Management Information Database Accounting Systems (MIDAS), monitoring awards for adjustments, and calculating indirect draws, executing MIDAS transactions, and monitoring the system to ensure transactions are compliant with federal laws and grant award provisions.
  • Serves as primary back-up for Senior Budget Analyst for federal grants fund management.
  • Develops and performs the writing, production, and distribution of budget documents and forms to communicate and develop budget information internally and externally including, but not limited to, the agency's annual report/budget book.
  • Assists with the production of Illinois state legislative forms and agency appropriation bills.
  • Assists in the analysis of budget impacts of proposed legislation.
  • Assists with responses to inquiries from legislative staff, other agencies, and other interested parties.
  • Performs other duties as assigned.​​
  • Experience working in a budget or financial capacity in the government or private sector required, or, a 3.0 or higher grade point average (on a 4.0 scale) in preferred college courses, and demonstration through the interview process of proficiency in required specific knowledge, abilities, skills, and qualifications.
  • Analytical mindset.
  • Proficient in Microsoft Excel.
  • Ability to manage multiple projects and work well under deadlines with utilization of a plan to complete work efficiently.

  • Skilled in other Microsoft Office products, specifically Outlook, PowerPoint, and Word. ​​
  • ​​Courses in business administration, finance, accounting, statistics, information technology, public administration, management, and communications.
  • State of Illinois experience, especially in the development, implementation and monitoring of annual state agency budgets, forecasting state and federal resources availability, contract and payroll management.
  • Knowledge of federal indirect cost principles for state agencies.
  • Understanding of the State of Illinois budgeting process and legislative process. ​​
