Reporting to the Director, provides a variety of budget and financial related documents; produces and distributes documents regarding agency budget; implements and monitors budgets for assigned accounting units; assists the Senior Budget Analyst with agency personnel and contractual plans; and assists with analyses of budget and financial issues of interest to the agency.

  • ​​​Reporting to the Director, provides a variety of budget and fiscal related documents.
  • Produces and distributes documents regarding agency budget development, implementation, and monitoring for accounting units.
  • Collaborates with other budget staff on various duties.
  • Prepares special and confidential budget and financial analyses and documents for the Director and Financial Officer.
  • Under general supervision, develops, implements, and monitors annual payroll and contractual spending plans and ensures sustainability of funding in future fiscal years.
  • Performs analyses for expenditure planning and resource allocations for programs, departments, and accounting unit.
  • Assists in developing a projection and monitoring system to ensure proper allocation of resources and alignment to the agency's financial plan.
  • Initiates transfers of funding in Management Information Database Accounting Systems (MIDAS) to maximize utilization of appropriations and federal awards in compliance with cost allocation and other state and federal rules and regulations.
  • Performs duties associated with maintenance of funding for payrolls, contracts, and other budget items in Human Resources Management Systems (HRMA) and Management Information Database
  • Accounting System(MIDAS)and makes recommendations regarding appropriate funding in accordance with cost allocation principles.
  • Assists the Senior Budget Analyst in the development, maintenance, and adjustments of agency payrolls, contractual and other budget items to balance with state and federal appropriations, cash availability, agency priorities, and cost allocations.
  • Assists Senior Budget Analyst in monthly payroll analyses for funding payrolls.
  • Assists in preparing confidential budget and payroll analyses to management for labor relations negotiations.
  • Develops and performs the writing, production, and distribution of budget documents and forms to communicate and develop budget information internally and externally including, but not limited to, the agency's annual report and budget book.
  • Assists with the production of Illinois state legislative forms, input into Governor's Office of Management & Budget (GOMB) systems, and agency appropriation bills.
  • Under general supervision, assists the Director and Senior Budget Analyst in developing and maintaining the department's policies and procedures for budget development, implementation, and monitoring and related fiscal management tracking and reporting.
  • Under general supervision, analyzes special budget issues and prepares information as requested by the Director and upper management including, but not limited to, compiling information for budgeting for results, grant proposals, legislative inquiries, proposed legislation, legislative member initiatives, and from other agencies and interested parties.
  • Performs other duties as assigned.
  • Bachelor's Degree required. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Experience working in a budget or financial capacity in the government or private sector, or, a 3.0 or higher grade point average (on a 4.0 scale) in preferred college courses and demonstration through the interview process of proficiency in required specific knowledge, abilities, skills, and qualifications.
  • Analytical mindset.
  • Proficient in Microsoft Excel.
  • Ability to manage multiple projects and work well under deadlines with utilization of a plan to complete work efficiently.
  • Ability to work independently and within a team with a results-oriented focus.
  • Ability to communicate complex budget information in an easy- to- understand format.
  • Ability to communicate both orally and in writing.

  • Skilled in other Microsoft Office products, specifically Outlook, PowerPoint, and Word.​​
  • Courses in business administration, finance, accounting, statistics, information technology, public administration, management, and communications.​​​​
  • State of Illinois experience, especially in the development, implementation, and monitoring of annual state agency budgets, forecasting state and federal resources availability, contract, and payroll management.​​​​
  • Knowledge of federal indirect cost principles for state agencies.​​​​
  • ​Understanding of the State of Illinois budgeting process and legislative process.​​​​
