The Division provides leadership, advocacy
and support to districts, policymakers and citizens by promoting equitable access to language support services for students from culturally and linguistically diverse backgrounds who have been identified as English Learners. These services will assist them to become lifelong learners, able to contribute to and function in a multicultural and globally competitive world.
FY 2020 Consolidated District Plan
The Consolidated District Plan (CDP), which is the first phase of the IL ePlan, is now open on eGMS for fiscal year 2020 grants. The Consolidated District Plan allows grantees to answer one set of planning questions to meet the plan requirements for 12 federal formula grants, including Title III. Districts applying for Title III funds must have an approved CDP on file with ISBE in order for their Title III Grant Application to be approved. For additional information, visit
