Administers the state student assessment system, including the Partnership for Assessment of Readiness for College and Careers (PARCC) and the Dynamic Learning Maps Alternate Assessment (DLM-AA). Also coordinates Illinois' participation in the National Assessment of Educational Progress (NAEP).
Board Services has general responsibility for coordinating, planning, and advocacy for the State Board with the main responsibility being preparation and planning for monthly board meetings.
Coordinates consolidated fund management and budget/accounting functions throughout the Agency.
Processes and issues teacher, school support personnel, administrator, paraprofessional and substitute teaching licenses. Oversees the state’s educator preparation programs and all aspects of educator license renewal. Collaborates with institutions of higher education, regional offices of education, and other stakeholders on licensure initiatives.
The Federal and State Monitoring Division conducts fiscal and administrative monitoring reviews related to Federal and State grant awards made by the Illinois State Board of Education. The Division’s mission and purpose is to conduct monitoring reviews of grant recipients using a risk-based selection process in order to determine compliance with fiscal and administrative rules and requirements.
Oversees the accounting, claims, vouchering and expenditure reporting of all state and federal grant funds to school districts and other service providers; approve and disburse all special education categorical program applications for state funding; and more.
Advises the State Board and all agency groups on various legal issues, coordinates with the Office of the Attorney General regarding litigation against or on behalf of the agency, develops and reviews external agreements, advises on legislative matters, and advises Regional Offices of Education as appropriate. Drafts and assists with promulgating administrative rules, processes requests for waivers of the School Code or administrative rules, and administers the McKinney-Vento Homeless Education program. Oversees public school recognition and responds to constituent inquiries.
Manages human capital and labor relations functions, including but not limited to: employment, compensation, benefits, diversity, personnel records, employee assistance, bargaining unit agreement administration and negotiation and investigations of internal complaints.
The College and Career Readiness (CCR) Division in the Center for Innovation and Improvement focuses on the implementation of the Common Core standards and the improvement of student achievement through a variety of programs.
Serves as the voice of the agency and creation of communications across all mediums for all ISBE stakeholders including district administrators, educators, families and the media. Manages all press releases and media events. Oversees content process for isbe.net and operates all digital and social media channels.
Collects and researches school district financial data, oversees school district reorganization, provides financial consulting and technical assistance to school districts and operates the health life safety program.
Collects and processes data necessary for the forecast and calculation of General State Aid (GSA) grants awarded to public school districts and regional education programs. Provides forecasting tools to districts and maintains historical data sets and explanatory documents about GSA.
The Division’s mission and purpose is to independently and objectively provide assurance and advisory services directed toward evaluating the effectiveness of internal risk management, control, and governance.
The Title Grants Division provides leadership and direction on federal grants and programs that promote improved achievement in schools that serve low-income students and support teachers and leaders.
Supports the overall operations of the Agency by offering the following services: facility management and security; mail and messenger; warehouse receiving and delivery; graphics, printing and copy center; supply room; and telecom and records management.
Legislative Affairs staff provide policy development and agency planning based on data analysis, public reporting of performance in relation to legislative requirements and Board goals; Agency business planning and performance measures; give special attention to school and district accreditation, state student assessments, school improvement and support for districts and schools in academic difficulty.
Designs, implements, and supports specialized software and external web applications critical to the Illinois education community; maintains network infrastructure; provides data management services; offers diversified help desk support to regional offices and school district clients, educators, agency staff, and the general public; and delivers an extensive variety of audio visual services.
Supports programs and services to ensure equitable access and achievement leading to college and career readiness. Special Education Services partners with special education cooperatives, school districts and agencies to provide programs and services for students with specialized educational needs and assures that these programs and services meet state and federal requirements. This involves both technical assistance functions and compliance.
Administers state and federal nutrition programs for schools, child care centers, family day care homes, and community based organizations. Programs include the National School Lunch Program, School Breakfast Program, Special Milk Program, After-School Snack Program, Fresh Fruit and Vegetable Program, Summer Food Service Program, and more.
The division provides leadership and technical assistance to support state programs serving children prenatal to age 8, and their families. Services provided include state Prevention Initiative, Preschool For All, and Expansion Grants, as well as the Federal Expansion Grant, and a variety of resources for parents, teachers and administrators.
Supports programs for students (bilingual, immigrant, migrant, and refugee) acquiring knowledge and skills in the English language, including, but limited to: Transitional Bilingual Education (TBE), Transitional Programs of Instruction (TPI), and more programs.
To present fairly in conformity with Generally Accepted Accounting Principles (GAAP) the financial position and the results of operations for designated period of the agency, to show whether there has been proper stewardship of assets, and to obtain supplies and/or services for an end user for the most cost efficient manner while having a transparent process for the taxpayers of Illinois.
