The Multilingual / Language Development Department provides technical assistance for districts that have English learners (ELs). This page provides information on applications in IWAS that pertain to EL programs. These include EL – Bilingual Service Plan, Consolidated District Plan, Title III, Bilingual Education Program Delivery Report, EL – EBF Expenditure Report, and Grant Periodic Reporting.

ISBE offers professional development to any educator who supports ELs. Many services are provided at no cost to the district or educator. Literacy Squared online workshops, which include instructional strategies to reinforce biliteracy, are offered for K-5 teachers of dual language classes. WIDA workshops are flexible and available virtually or in-person and cover a variety of topics. The Illinois Resource Center offers many ISBE-sponsored workshops throughout the year. Please see below for more information on the professional development being offered.​​

EL-Bilingual Service Plan (BSP)

The purpose of the EL-Bilingual Service Plan (BSP) is to ensure that English learner programs are implemented in accordance with Section 14C-12 of the Illinois School Code and 23 IL Administrative Code Part 228 Transitional Bilingual EducationPDF Document and all Federal legal requirements for ELsPDF Document. In addition, this data collection will help the Illinois State Board of Education (ISBE) Multilingual Department better support school districts in providing services for English learners (ELs) to develop English proficiency and access academic content in order to meet the Illinois Learning Standards.

All districts that have ELs prepopulated on their Consolidated District Plan/BSP must complete the BSP annually, regardless of whether they apply for Title III funding.

Lists of school districts that are required to submit either the short version or the long version of the BSP in FY 2025 are provided below. If your district is on one of the lists, you will need to complete the relevant version of the BSP in IWAS and submit it to ISBE. The recommended deadline is April 1st. Failure to submit the BSP could result in your federal Title I and/or Title III reimbursement being frozen for FY 2025.​

Bilingual Education Program Delivery Report (PDR)

The 2023-24 SY Bilingual Education Program Delivery Report (PDR) is available for completion in IWAS on May 15, 2024. Districts that received $5,000 or more of state English Learners- Evidence-Based Funding (EL-EBF) for EL services and/or federal Title III Language Instruction Educational Program (LIEP) funds and Immigrant Student Education program (ISEP) in FY 2024 MUST submit this report in IWAS no later than July 31, 2024.

The system will close at 11:59 p.m. on July 31, 2024. Please refer to the 2024 PDR User Guide in IWAS to complete your submission.

EL - EBF Expenditure Reporting

​The Illinois State Board of Education is required to notify school districts of the total English Learner (EL) funding each student generates due to the EBF law passed on August 31, 2017. This composite amount of funds includes any EL funds generated under the Base Funding Minimum and Tier Funding. It does not include funding generated by the core investment cost factors of the EBF formula, the money from which also benefits ELs. Districts were reminded that state funding attributable to ELs was to be spent on EL services per the requirements of​ Article 14C of the School Code. Article 14C also requires that at least 60 percent of EL funds must be spent on instructional costs of ELs (Function 1000). The FY22 EL – EBF expenditure reporting shows where EBF funds attributable to ELs were ultimately spent within each district. The Illinois Advisory Council on Bilingual Education has recommended that only districts that received $5,​000 or more​PDF Document in total FY22 EL funds be required to submit an expenditure report through the period ending June 30, 2022. Any FY21 EL – EBF funds not expended in FY21 will appear in the FY22 expenditure report. 

All FY22 EL – EBF expenditure reports are due to ISBE by​ July 20. Please contact the Multilingual Department at multilingual@isbe.net if you have questions regarding the FY21 EL-EBF expenditure report.​

Expenditure Reporting Instructions

Districts may report their total FY22 EL – EBF expenditures by logging into the IWAS portal and selecting the “Electronic Expenditure Reporting System”. Choose “Start New Expenditure Report” and select “3305 Bilingual Ed – TPI & TBE program” from the drop-down list. Select “June 30, 2022” on the left side of the screen and click “Continue” to begin reporting. The “Current Year Allotment” will reflect the total amount of FY22 EL – EBF funding for the district (consisting of EBF Base Funding Minimum attributable to ELs and Tier Funding attributable to ELS) as well as funds not reported and not expended from FY21.

Grant Periodic Reporting

To align with the Grant Accountability and Transparency Act (GATA), periodic performance reports are required for all grants administered by the State of Illinois.
