School District Reorganization is the umbrella term which includes consolidation, school district conversion, partial elementary unit district formation, annexation (detachment and dissolution), high school deactivation, and cooperative high school attendance centers. Financial incentives are available for the above listed options except for detachment and annexation and high school deactivation.

Cook County Dissolution-Annexation and Detachment-Annexation

Dissolution-annexation and detachment-annexation petitions are filed with and decided by the regional board of school trustees with supervision and control over the dissolving or detaching school district. Cook County does not have a regional board of school trustees.

Petitions to dissolve a district in Cook County or to detach territory from a district in Cook County are filed with the township trustees of schools with jurisdiction and authority over the dissolving or detaching district. The township trustees will perform the duties of the regional board of school trustees.

If there are no township trustees with authority over the district, the dissolution or detachment petition is filed with the educational service center chief administrative officer with supervision and control over the dissolving or detaching district. A three-member hearing panel will be selected to perform the duties of the regional board of school trustees.

The process for notices and hearing is the same as for dissolution or detachment petitions filed with a regional board of school trustees outside of Cook County.

Types of Reorganization

  • Consolidation
    A consolidation is a form of reorganization in which a new school district is created. A school board for the new district is elected, and new tax rates ore developed in a consolidation. Consolidation is governed by Article 11E of the School Code.
  • School District Conversion
    A school district conversion is a form of reorganization in which two or more unit districts or one or more unit districts and one or more high school districts dissolve, form a single new high school district, and form new elementary districts based upon the boundaries of the dissolved unit districts. New school boards are elected, and new tax rates are developed for each new school district. School district conversion is governed by Article 11E of the School Code.
  • Partial Elementary Unit District Formation
    A partial elementary unit is the formation of a “hybrid” unit district that will serve all students in the district for Grades 9 to 12 but only a portion of the students in the district for Grades kindergarten to 8. Territory not served by the “hybrid” unit district for Grades kindergarten to 8 will be served by a separate elementary district(s). A new school board is elected, and new tax rates are developed for the new partial elementary unit district. Partial elementary unit formations is governed by Article 11E of the School Code.
  • Annexation
    Annexation is a form of reorganization where part or all of a school district is absorbed by another school district(s). Dissolution-annexation is a form of reorganization in which all of one school district is incorporated into one or more school districts, thereby dissolving the original school district. Detachment-annexation is a form of reorganization in which a portion of one school district is incorporated into one or more other school districts. Under annexation, a new district is not created, a new school board is not elected, and new tax rates are not developed. Dissolution-annexation and detachment-annexation are both governed by Article 7 of the School Code.
  • High School Deactivation
    Deactivation is a form of reorganization that allows a school board to deactivate, or close, an elementary facility or a high school facility and send the students to schools in another district or districts on a tuition basis. In a deactivation, both the deactivating and the receiving districts remain their original entities, with no new school boards elected and no new taxes developed. Deactivation is governed by Section 10-22.22b of the School Code.
  • Cooperative High School Attendance Center​​
    A cooperative high school is the establishment of a high school jointly operated by two or more unit or high school districts, each with enrollments of fewer than 600 students in Grades 9 through 12. All districts forming the cooperative high school remain their original entities, with no new school boards elected and no new taxes developed. Cooperative high school formation is governed by Section 10-22.22c of the School Code​.
