The System of Support and District Intervention Division provides leaderships and directs the overall operations for the Illinois Statewide System of Support, including Illinois Center for School Improvement (IL-CSI) which assists districts and schools with their continuous improvement processes in order to ensure that all students succeed in postsecondary education and career opportunities. Furthermore, the division oversees the 1003(g) School Improvement Grant, a competitive grant that provides the states lowest performing schools and unprecedented opportunity to transform their schools. In addition, the division coordinates the agencies activities related to state intervention in High-Priority Districts.

Statewide System of Support

ISBE established a regional system of support in 2003, as a requirement of the federal Elementary and Secondary Education Act (ESEA), to provide technical assistance to districts and schools in academic status.  Subsequently, ISBE working in conjunction with American Institutes for Research (AIR) established the Illinois Center for School Improvement (IL-CSI) to provide assistance in building the capacity of district leaders within these specified areas. 

ROE/ISC School Improvement Support

Regional Offices of Education and Intermediate Service Centers (ROE/ISC) are responsible for providing foundational services to all public schools within the state.  The Foundational Services program is an initiative that is fully-funded by the U.S. Department of Education through a grant supporting ISBE Statewide System of Support (SSoS) services.  The primary focus is to provide support for schools and districts in key ISBE topic areas, which include Balanced Assessments, English Language Arts (ELA), Mathematics, Science, Family Engagement, Continuous Improvement, and Teacher Evaluation.  These services include high-quality professional development seminars that are designed and approved by ISBE for all school districts.  Each training session is conducted by a specialized coach from the ROE/ISC at no cost to the district.
