The Special Milk Program (SMP) is a voluntary program available to all public and private schools, and residential child care institutions which agree to operate a non-profit program offering milk meeting federal requirements to all children in attendance. Schools in the NSLP or SBP may also participate in the SMP to provide milk to children that do not have access to the other school meal programs. The SMP is part of the National School Lunch Program.
