​The Office of the General Counsel of the Illinois State Board of Education provides legal advice and legal resources to the Board, the Superintendent, agency staff, Regional Superintendents, and other education stakeholders to enable them to establish and implement education policy in line with the Board’s vision, mission, and goals and in compliance with State and Federal Law.

In addition, the Office of the General Counsel manages Teacher Misconduct proceedings, Tenured Teacher Dismissal Hearing Officers and Decisions, and investigations into matters of public concern.

​PUBLIC INQUIRY

A public inquiry is a process commonly used by governments to evaluate a matter of public concern in a fair and transparent manner.  ISBE uses the Public Inquiry Process only when matters of public concern related to the schools or local educational agencies are systemic in nature and may threaten the rights of students.  This process is used at ISBE’s discretion to determine the facts of a particular matter in a fair and transparent manner.
