​The U.S. Department of Education requires that the SEA/LEAs collect and make publicly available 1) Safe In-Person Instruction and 2) Use of Funds plans.

Safe Return to In-Person Instruction and Continuity of Services Plan - Section 2001(i) of the ARP Act requires an LEA that receives ARP ESSER funds to develop and make publicly available on the LEA’s website, within 30 days after receiving its allocation, a plan for the safe return to in person instruction and continuity of services. Prior to making the plan publicly available, the LEA must seek public comment on the plan and take such comments into consideration when developing the plan. 

ARP ESSER Use of Funds Plan - Under the interim final requirements, an LEA that receives ARP ESSER funds must develop a plan for its use of the funds and submit it to ISBE within 90 days of receiving their ESSER Funds. In developing its plan, an LEA must engage in meaningful consultation with stakeholders including students; families; school and district administrators (including special education administrators); and teachers, principals, school leaders, other educators, school staff, and their unions.  The plan must be publicly available on the LEA’s website and submitted to ISBE.
