$4,000 per Certified Staff Incentive

For one, two, or three school years, a supplementary state aid reimbursement shall be paid to a reorganized district equal to $4,000 multiplied by the headcount of the licensed staff employed by the district on a full time basis for the regular term of a school year. Licensed paraprofessional employees are not eligible to be included.

All consolidations and conversions are eligible for the $4,000 per Certified Staff Incentive. Dissolution-Annexations are eligible for the $4,000 per Certified Staff Incentive if the annexing district receives at least 30% of the dissolving district's average daily attendance. If the annexing district receives less than 30% of the dissolving district's average daily attendance, the annexing district is not eligible to receive the $4,000 per Certified Staff Incentive. Detachment-Annexations are NOT eligible to receive the $4,000 per Certified Staff Incentive, except in specific instances where by the enrollment of the annexing district increases 90% or more as a result of annexing territory detached from another school district. Cooperative high schools and receiving districts in a deactivation are eligible to receive $4,000 per Certified Staff Incentive, with receiving districts in a deactivation only eligible to receive the incentive based on the full-time, licensed staff transferred from the sending to the receiving district.

Eligible reorganized districts will receive the $4,000 per Certified Staff Incentive for one, two, or three years. The number of years a district will receive this incentive is based on the districts rank, by type of district, in equalized assessed value per pupil and their rank, by type of district, in average daily attendance. Information from the reorganized district's first year Evidence-Based Funding and the reorganized district’s attendance is used to compute the rankings.

Eligible reorganized districts will receive the $4,000 per Certified Staff Incentive in their second year of reorganization. School districts that reorganized with an effective date of July 1, 2017, July 1, 2018, or July 1, 2019, may be eligible for the fiscal year 2021 payments of the $4,000 per Certified Staff Incentive. This incentive will be paid along with any other incentive payments the district may be eligible for as a result of the reorganization. All reorganization incentive payments, for current or future years, are pending adequate appropriation by the Illinois General Assembly for the applicable year.

Districts eligible for the $4,000 per Certified Staff Incentive to be paid in FY 2021 will receive $4,000 multiplied by the headcount of full-time, licensed staff members employed for the 2019-20 school year, not counting licensed paraprofessional staff. In order to receive this funding, the district must certify to ISBE the number of full-time, licensed staff for which the district is entitled to reimbursement. This certification should be submitted to ISBE on or before May 13, 2020. Districts should submit a Full Time Certified Staff Report (ISBE 35-38)PDF Documentfor this certification. Districts eligible for the FY 2021 funding of this incentive were notified of their eligibility by email correspondence on April 9, 2020.

When completed, the Full-Time Certified Staff Report should be signed by the President of the Board of Education and the District Superintendent. Completed, signed forms should be submitted to cmorgan@isbe.net.
