 August 2017

On August 7th, 2017, the Teacher Leader Stakeholder Group meeting was held via virtual GoToMeeting with ISBE hosting. Five members were in attendance. They worked through all of the domains, finding commonalities in activities a candidate would have to facilitate and skills that the candidate would have to demonstrate that he/she possesses.  Members present then divvyed up the activities and skills and were wrote observable behaviors and critical attributes to assist in writing a rubric.  The members present are hoping to have those finished by the end of the month so that we can use them to create a rubric in the last meeting to be held in early September, and then work with the whole group on a final recommendation to be presented to ISBE by September 30th, 2017.

 July 2017

On July 5th, 2017, the Teacher Leader Stakeholder Group meeting was held via virtual GoToMeeting with ISBE hosting. Thirteen members were in attendance. Clarifications of the goals of the group were discussed, and one member stepped forward as Team Chair to spearhead tasks and to break the work of analysis of the national competency domains into groups. The group discussed the meaning of the work and what was expected of them, and asked for clarification to be provided by ISBE. Questions for next meeting will revolve around the following: What is the exemplar of the domain?  What does a teacher who has mastered that domain do differently than a teacher who hasn't? How do we know when a teacher has mastered a particular domain? What kinds of work (coursework, assessment, video, some other competency) will suffice? Who is responsible for verifying that a teacher has mastered that domain? Upon meeting in August, the group will discuss their findings and begin to discuss how teachers in Illinois could earn their endorsement through competencies, what the assessment of the competencies might look like, and recommendations for who would be doing the evaluating.

 June 2017

On June 9th, 2017, the Illinois State Board of Education hosted a Teacher Leader Stakeholder Group meeting. Professionals and experts from the field joined together to begin the first of four meetings this summer in licensure requirements will be re-examined for the Teacher Leader endorsement, focusing on a competency-based model.  At this first meeting, members listened to a presentation by Katherine Bassett, a national expert in the teacher leader field, on some of the work of NNSTOY (National Network of State Teachers of the Year), and had discussion about what is happening in other states regarding teacher leader competencies . The Teacher Leader Model Standards were used as a jumping board for a larger conversation around what the teacher leader competency recommendations will look like.

Three more meetings will take place over the next three months in which the conversation and review will continue, and final recommendation will be submitted to ISBE in September of 2017.
