The Federal and State Monitoring Department (FSM Department) conducts statutorily required fiscal and administrative monitoring reviews related to federal and state grant awards made by the Illinois State Board of Education. Districts are chosen for a monitoring engagement through a risk-based selection process. If findings are issued by the FSM Department, grantees must provide Corrective Action Plans. Such plans, and subsequent follow-up, are required by the U.S. Department of Education as a condition for grant funding.
The FSM Department's purpose is to support the students of Illinois by ensuring grant funds are being spent with fidelity. The FSM Department’s mission is to conduct monitoring reviews of grant recipients using a risk-based selection process to determine whether grant funds are being spent in accordance with grant parameters and for allowable purposes. Grant funds must be spent in a way that conforms with state and federal fiscal and administrative statutes, rules, and requirements.
