SPP Indicator 1: A results indicator that measures the percentage of youth with Individualized Education Programs (IEPs) graduating from high school with a regular diploma. 

SPP Indicator 2: A results indicator that measures the percentage of youth with IEPs dropping out of high school.

Goal
The goal of Indicators 1 and 2 is to improve the rate of students with disabilities graduating with a regular high school diploma and decrease the dropout rate of students with disabilities.

Measurement
Indicator 1 is a percentage using the number of youth with IEPs (ages 14-21) who exited special education due to graduating with a regular diploma in the numerator and the number of all youth with IEPs who left high school (ages 14-21) in the denominator (in a single year). Indicator 2 is a percentage using the number of youth with IEPs (ages 14-21) who exited special education due to dropping out in the numerator and the number of all youth with IEPs who left high school (ages 14-21) in the denominator (in a single year). The denominator includes the following exiting categories: graduated with a regular high school diploma, received a certificate, reached maximum age, and dropped out.

Data Source
The ISBE data source is the same data as used for reporting to the U.S. Department of Education (ED) under Section 618 of IDEA, using the definitions in EDFacts file specification FS009.

SPP 1 - FFY20-24 target of 82.6%
SPP 1 - FFY25 target of 84%

SPP 2 - FFY20-24 target of 13.7%
