​The Illinois State Board of Education (ISBE) is expanding and enhancing the Illinois Educator Preparation Profile (IEPP) to include all educator preparation programs offered by Illinois educator preparation providers (EPPs). This initiative, aligned with ISBE's Strategic Plan Goal 1.4.2, strengthens data systems, refines performance indicators, and advances transparency and accountability across educator preparation pathways.

The IEPP enhancement and expansion will result in comprehensive accountability metrics for all preparation programs, higher-quality and streamlined data collection and reporting, improved usability and transparency of public-facing data, and stronger alignment between educator preparation and student learning needs.

Our work on the IEPP enhancement and expansion is strengthened by the expertise and collaboration of key partners. The Illinois Workforce and Education Research Collaborative (IWERC), which is situated within the University of Illinois system, provides valuable insights through applied research in workforce development and educator preparation, ensuring the IEPP remains aligned with evolving educational and workforce needs. In addition, MSFW, a leading consulting firm specializing in educational data and systems, serves as the project's technical expert—supporting data system design, streamlining data collection processes, and improving user experience.

Together, these partnerships and education community collaborations drive the successful development and implementation of the IEPP expansion.

Domains and Indicators

​​The below information outlines the domains, indicators, and definitions within the IEPP Continuous Improvement and Accountability System.

Domain: Candidate Selection and Completion

Indicators

  • Program applicant and candidate employment location.
  • Evidence of alignment to principal preparation national/state standards.
  • Candidate and applicant demographic and professional experience data, compared to statewide data.
  • Average undergraduate and graduate grade point for applicants and candidates prior to entry.
  • Program selection and matriculation rates by candidate subgroup.

ISBE Response

ISBE will move forward with all indicators except “evidence of alignment to principal preparation national/state standards” as standard alignment is required outside of the IEPP at the time of program approval and when standards are updated. Some indicators will be renamed to remain consistent among subgenres of the IEPP. Some indicators will be moved to other domains. Program applicants are currently outside of the scope of the IEPP (which focuses on enrolled candidates and completers), so that subgroup has been removed from all indicators.

Domain: Alumni Performance and Perceptions

Indicators

  • Graduation rate by subgroup (e.g., by race, gender).
  • Post-graduate educator placement at 1, 2, 3, 4+ years by school type and position type (e.g., principal, director).
  • Program licensure rates displayed by candidate number and percentage passing exams and receiving licensure.
  • Percentage of program alumni indicating that pre-service preparation was high-quality, adequate upon graduation after their first year and after their third year as principal or other administrative position.
  • Distribution of program alumni indicating relative readiness to lead schools and self-assessed effectiveness after their first year and third year as principal or other administrative position.

ISBE Response

ISBE will move forward with all indicators. Some will be renamed to remain consistent among subgenres of the IEPP. Some indicators will be moved to other domains.

Domain: Performance as a School Leader

Indicators

  • Post-graduate job retention as principal or other educator after 1, 2, 3, 4+ years.
  • Percentage of schools employing program alumni as the principal displaying with statistically significant, positive student performance, as represented by teacher value-added analysis after Year 3.
  • The percentage of schools employing program alumni as the principal displaying statistically significant, positive school culture improvement after Years 1 and 3 after hire, in comparison to four years of trend data.

ISBE Response

ISBE is unable to collect data for the last two recommended indicators; however, ISBE will investigate ways in which its 5 Essentials Survey data may be incorporated into later iterations of the Principal Preparation IEPP. ISBE will include an indicator that is based on the principal’s performance, but the indicator will use data that is attainable by ISBE (performance evaluations). Retention as a school principal will be added to a different domain focused on meeting state workforce needs.​

Advisory Group Work

Beginning in January 2026, ISBE will convene three advisory groups composed of practicing educators, preparation providers, and key stakeholders:

  • Teaching Advisory Group
  • School Support Personnel Advisory Group
  • Administrative Advisory Group

ISBE sought nominations for potential advisory members from statewide professional organizations representing various education communities in spring 2025. Members were carefully selected to ensure broad demographic and geographic representation from across the state. Each individual was chosen for their expertise, experience, and the diverse perspectives they bring to the advisory group. This inclusive approach ensures the advisory groups reflect the voices and needs of Illinois' educator and stakeholder communities.

Each advisory group will provide input on new and revised data metrics, data collection timelines, reporting processes for small programs, and program reauthorization timelines. Meetings will include shared sessions for framing and context, followed by breakout discussions tailored to each group's specific focus area.
