Path to Readiness – Implementation of Universal Mental Health Screening in Illinois Schools
Universal mental health screening can serve as a powerful tool to ensure that students receive the support they need, regardless of background or circumstances. Offering screenings to every student each year can enable us to proactively identify mental health issues early and provide timely interventions. This strategy not only promotes overall well-being but also helps reduce the stigma associated with mental health.
Adopting universal mental health screening is a critical step toward creating an environment in which all students have the opportunity to thrive mentally and emotionally.
The School Screening Readiness Report - March 2025
- The report identifies five key domains of readiness for universal mental health screening derived from the results of a readiness survey. It then articulates three recommended phases for implementation. Finally, it reviews existing mental health resources and services and those in development, along with implementation support, that will be provided by ISBE in areas of governance, oversight, and policy guidance. It concludes with a timeline for implementation of universal mental health screening in all school districts by the end of the 2027-28 school year.
Illinois Children’s Behavioral Health Transformation Initiative
- January 2024
- The Initiative recommended that universal screening be offered in education to detect and address mental and behavioral health problems early. Mental and behavioral health screenings are similar to hearing and vision screenings in that they can play a crucial role in identifying and addressing mental health issues that can be barriers to learning.
Landscape Scan on Mental Health Screening Practices in Illinois Schools
- December 2023
- The landscape scan recommended that Illinois implement a phased approach to universal mental health screening of all K-12 students enrolled in public school districts.
- ISBE worked with key partners to develop a Readiness Tool survey that identified essential elements that are needed for districts to successfully implement a feasible universal mental health screening plan.
Public Act 103-0885 - August 2023
- This legislation mandates that Illinois schools implement universal mental health screening by the end of the 2027-28 school year. Universal mental health screening refers to a district offering a mental health screening to every student in every grade enrolled in the school district each year.
