Important Announcements
Recently, ISBE made a change to the state assessment for students in 11th grade. Prior to SY25, ISBE utilized the SAT. Beginning in SY25, ISBE utilized the ACT to assess 11th grade students in reading and math. In addition to this change, ISBE recently changed the proficiency targets for grades 3-11 on state assessments. Given these changes, ISBE is required to gather stakeholder feedback to determine if the current state targets for SPP Indicator 3b, 3c, and 3d need to be adjusted. To gather stakeholder feedback regarding State Performance Plan (SPP) Indicators 3b, 3c, and 3d, the Special Education Department hosted a webinar on December 8, 2025. ISBE will continue to gather stakeholder feedback through January 12, 2026.

The Illinois State Board of Education Special Education Department has submitted the
Federal Fiscal Year (FFY) 2025 IDEA Part B Annual State Application
. The FFY 25 application aligns with Fiscal Year (FY) 2026 beginning July 1, 2025, through June 30, 2026. The application seeks funds that support provision of special education services to children ages 3 through 21 in Illinois.
Approval of the Illinois IDEA Part B FFY 2025 application by the U.S. Department of Education Office of Special Education Programs (OSEP) will enable the state to receive a federal grant award for the period of July 1, 2025, through June 30, 2026.
As you review the application, please note the following:
- The application is in a format required by OSEP.
- Illinois is providing general assurances to OSEP that the state will be implementing the provisions of state and federal regulations for Part B of IDEA 2004.
- The dollar amounts listed in Section III of the application are for state-level administration and targeted initiatives, not the total cost of special education services in Illinois. These amounts are to supplement and not replace the cost of educating students with disabilities.
- The financial figures for state-level administration and targeted Initiatives are based on the FFY 2025 allocation.
