A school district may establish a program to recognize high school graduates who have attained a high level of proficiency in one or more language in addition to English, by designating on a student’s transcript and high school diploma his or her receipt of the State Seal of Biliteracy, provided that all the conditions of this Section are met.

  • SY2017 - 18 Final Report 
    Districts that participate in the program must submit a final report to ISBE no later than 30 days after the end of the school year. The report consists of two parts including a PDF form and a spreadsheet with student information. Send the report form below as a PDF and the student awards template as an Excel file. The template below may be used for this purpose. For a secure transmission of the two files, use "Send ISBE a file​" on the ISBE website and choose Beth Robinson from the Receiver Information drop-down list.

  • SY2018-19 Application 
    Districts must inform ISBE of their intent to participate in the Seal of Biliteracy program annually by completing and submitting the SY2018-19 Application (in PDF format) and the SY2018-19 Projection of Student Awards (in Excel format) below.  Submit both files to biliteracy@isbe.net.
      • ​​Districts applying after October 1, 2018 must also send:
        1. ​​the web link to the Seal of Biliteracy program description on the district's website; and a copy of the Seal of Biliteracy program description included in the student handbook; and 
        2. ​​​assurance that the program coordinator participated in the 2018-19 webinar posted on this web page under Training.​​
