A public school district or nonpublic school may establish the State Seal of Biliteracy program to recognize high school graduates who have attained a high level of proficiency in English and in one or more other foreign, or world, languages. This recognition must be designated on a student’s transcript and high school diploma with a receipt of the State Seal of Biliteracy, provided that all conditions and requirements for the program have been met.

Nonpublic School’s participation in the State Seal of Biliteracy Program in SY 2019-2020:

Per Public Act 101-0222, effective January 1, 2020, nonpublic schools may be included in the State Seal of Biliteracy program. ISBE will be going through the rule-adoption process to include nonpublic schools in the program, as current rules only inform requirements for public school districts. However, until rules for nonpublic schools are adopted, ISBE will interpret the existing rules under 23 Ill. Admin. Code 1.442 to include the option of voluntary implementation by nonpublic schools wishing to participate in the program in SY 2019-20. Requirements for nonpublic schools awarding the Seal in SY 2019-20 will be modified as appropriate. Nonpublic schools should note, however, that the final rules governing the implementation of the program may look different at the end of the rule-adoption process. We are anticipating the final rules to be adopted within six months, although there is the possibility that this process may take longer.​
