| Position Grant Reviewer; Title I, Part C Migrant Education Program (Principal Consultant #497) Location Springfield or Chicago Department Multilingual/Language Development Anticipated Starting Salary Range $64,322 - $81,284 Full Salary Range $64,322 - $109,467 Office Hours Monday – Friday 8:00 a.m. – 5:00 p.m. Posted Date August 13, 2026 Closing Date Open Until Filled Reporting to the Supervisor, performs duties related primarily to services to school districts and other organizations with Title I, Part C Migrant Education Programs as well as supports school districts with meeting the needs of language minority students; provides technical assistance to school and program staff on meeting the needs of their students; reviews programs for compliance with state and federal laws, rules and regulations and performs other duties related to the implementation of programs for these student populations; assists management in the administration of programs assigned to the department; participates in or organizes meetings related to department activities; prepares or oversees the preparation of reports, correspondence, papers and other documents.
Duties and Responsibilities - Coordinates and implements the Title I Migrant Education Program.
- Reviews and approves grant applications.
- Monitors programs for compliance with statutory and regulatory provisions.
- Prepares reports and/or correspondence for Agency management and others as directed by Agency management on all aspects of these programs.
- Reviews and approves grant applications, plans, program delivery reports, amendments, and other reports or evaluations submitted by districts.
- Assists in developing applications and implementing one or more federal or state funded programs to ensure their effectiveness.
- Assures school and district compliance with all programmatic and fiscal regulations as related to laws and grants including, but not limited to, Title III and EL-EBF.
- Provides technical assistance to the field consistent with best practices and in alignment with all applicable rules, regulations, and law as applicable to English learners.
- Assists district staff in the implementation of their programs consistent with best practices and legal provisions.
- Supports in conducting the implementation of compliance monitoring protocols for state and federal legal guidance, rules, and law requirements as applicable to English learners and immigrant students.
- Provides support and technical assistance to schools and districts in the implementation of required state and federal legal guidance, rules, and law requirements as applicable to English learners and immigrant students as a result of compliance monitoring.
- Works with external stakeholders (as required) to complete duties and responsibilities.
- Participates in department, center, and Agency cross-functional teams as designated by management.
- Performs other duties as assigned.
Required Qualifications - Masters degree, or, Bachelors degree plus two years of relevant professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
- Coursework in Bilingual Education, English as a Second Language, World Language, or Applied Linguistics. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
- Two years of experience (in addition to education requirements) working in education, preferably in schools, Local Education Agencies, or State Education Agencies.
- Experience with English learners, bilingual programs, dual language programs, linguistics, migrant education programming, and/or world language programs.
- Experience with writing or administering grants.
- Basic computer knowledge.
- Knowledge of law or grants.
- Familiarity with grant procedures (e.g., application, implementation, monitoring, technical assistance).
- Proficient in a language other than standard English.
Preferred Qualifications - Masters degree in Education.
- Degree in Bilingual Education, English as a Second Language, World Language, Education Policy, Public Policy, or Applied Linguistics.
- Experience as an educator or administrator.
- Experience with Title I, Part C Migrant Education Programming.
- Experience with budgets.
- Experience with developing and/or presenting professional development.
- Knowledge about strategic planning, research methodologies, organizational development and/or adult/student learning.
- Knowledge in conducting research and/or data analysis.
- Knowledge of Title I, Part C and /or Title III, Part A of the Elementary and Secondary Education Act and other federal and state legislation impacting culturally and linguistically diverse learners.
