Parents, guardians, or other interested parties acting on behalf of English learner students may file a complaint with the Illinois State Board of Education (ISBE) - Multilingual / Language Development Department when they feel that some aspect of state law (105 ILCS 5/14C1 - 13) or federal law (Every Student Succeeds Act - Public Law 114-95) has been violated. Complaints may include but are not limited to such areas as enrollment, placement, program services, assessment or extracurricular participation in school activities.

The Multilingual / Language Development Department will assign the complaint to a principal consultant for additional investigation. Parents may expect the ISBE - Multilingual / Language Development Department to follow up within 30 business days of receiving the written complaint. The department takes complaints seriously and they will be treated as confidential. ​​​
