Welcome to the Child Nutrition Data Analytics and Mapping Tools webpage. Users can access this page to gather statewide and localized data on free and reduced-price meals, participation, and contracts. Other data requests can be requested via the agency’s Freedom of Information Act process​.  

Free and Reduced-Priced Meal Eligibility Data

Free and reduced-price meal eligibility data collected each year on Oct. 31 is available through the annual eligibility mapping tool, which allows users to analyze trending data on a number of levels. This report contains self-reported data from sponsors in the National School Lunch Program, therefore not every school in Illinois is listed. Please note: Users do not have the capability of downloading their specific entered criteria into the mapping tool. Instead, the data for each respective school year is available in an Excel spreadsheet form.

FY 2021 and FY 2022 data not collected due to USDA flexibility in program operations as a result of the COVID-19 pandemic.

Users have the ability to search data by:

  • Region
  • District
  • Site Name
  • Enrollment Range
  • Site County
  • Site City
  • Eligibility Percent Range

The mapping tool has two modes: Detail and Analysis. Default is "Detail," displaying specific site data. Switch to "Analysis" for trends. Note: A region is pre-selected for performance; change this to filter, and hold Ctrl to select multiple years or criteria.

The map shows sites (blue points). Hover for site info; click to see a circle graph of eligibility data. The tool provides a detailed breakdown (left) and totals (right) for selected criteria. The formula used for calculating free & reduced eligibility is: (Free Eligibles + Reduced Eligibles) / Total Enrollment.

Footnote: For CEP schools, 2017 and older data includes specific calculations, while from 2018 onward, these, which are derived from WINS in the background, are omitted due to differing formulas.

Child Nutrition Program Participation Data

The mapping tool is populated with live data from the Web-Based Illinois Nutrition System (WINS) and includes sponsors and sites participating in the Child Nutrition Programs who have claimed meals in at least one month of the program year(s), specified by the users selected criteria. The mapping tool provides the user with the ability to search data by:

  • Program Type
  • Sub Program Type
  • Region
  • Site Name
  • District
  • Site County
  • Site City
  • Serving Time
  • Serving Type
  • Site Status
  • Sponsor Status

Please note that users do not have the capability of downloading their chosen criteria entered into the mapping tool. Instead, the data for each respective year, and program, is available in spreadsheet form under "Participation Data."

Due to the processing of claims, which sponsors have up to 60 days to claim, the most recent Excel spreadsheet is updated on a quarterly basis to ensure accurate data is reported.

The mapping tool has been split into two sections: Detail and analysis. The default mode when the map loads is detail. To switch from detail to analysis mode simply click the button marked detail/analysis and you will be able to toggle between both modes freely. Detail mode will show a breakdown of the participation (authorized rep contact, sponsor contact, etc.) based on the user's selected criteria while analysis displays trends.

The program years presented at the top of the page are preselected so in order to choose a specific year hover your mouse pointer over your desired year and click your mouse button. The year should turn light blue when properly selected. You can select as many years as you wish. To deselect a year just click it again so it returns to white.

To select multiple criteria in other areas of the map (Region, District, Site County, Site City, and Site Name) please hold the Ctrl key while making your selections.

The map in the upper right hand corner displays sites (illustrated as blue points) in the selected criteria. A broader search shows a more expanded view of the map while a narrower search shows a more detailed magnified portion of the map. If you hover over one of the sites the site name, longitude, and latitude is displayed.

Total sponsor and site counts can be found directly underneath the map, which populates based upon the users selected criteria.

The circle graph in the tool represents the percentage and site counts of subprograms based upon the users selected criteria. In addition, a horizontal representation of the same data is located underneath the sponsor and site counts.

The data analytics section is located 2/3rds of the way down the mapping tool. The first two sections, serving time type, and serving venue type, apply only to the School Nutrition Breakfast Program. If the user has selected SNP in the programs filter, and any subprogram that falls under it (besides breakfast), there will be no data represented in these two areas. For example, if SNP is selected along with NSLP, no breakfast data will populate because there is none to display.

** The serving time/venue type filters include an option to select "0". Please ignore this as it is a placeholder we did not have the option of hiding and returns erroneous data.

The program and subprogram type analytics will illustrate trends in any subprogram selected. A trend line will only populate when 2 or more years are selected. When using the trending tools it is better to choose one program and subprogram at a time. The tool can illustrate multiple data sets but the trend lines can get confusing when more than one program is selected. The user can hover the mouse over the trend lines to populate site data for each subprogram and year.

Child Nutrition Program Contracts Data

The mapping tool is populated with live data from the Web-Based Illinois Nutrition System (WINS) and includes sponsors and sites participating in the Child Nutrition Programs who have an approved contract in WINS. The mapping tool provides the user with the ability to search data by:

  • Program Type
  • Site Name
  • Sponsor Name
  • Contractor
  • Contract Type
  • Renewal Year

Please note that users do not have the capability of downloading their chosen criteria entered into the mapping tool. Instead, the data is available in spreadsheet form for the most recently completed program year.*

Upon selecting criteria, the tool will populate data in the detail section of the map located below the bar graph. This data includes sponsor and site contact information, renewal year, contractor, remaining time on the contract, etc.

Bar graphs will populate the tool and illustrate the contract type of the selected criteria. Only one bar graph will populate per year so in order to view trending data more than one year must be selected.

* If a site has multiple meal rates, the spreadsheet will show two renewal years, which can be confusing. This is because there are two program cycles (federal and state) that overlaps multiple contract years. In these frequently occurring scenarios please remember that the higher of the two renewal years is the correct one.
