SPP Indicator 17: The State Systemic Improvement Plan (SSIP) is a results indicator that measures the proficiency rate for fourth-grade children with Individualized Education Programs (IEPs) against grade-level academic achievement standards on the state reading/language arts assessment.

Goal: The goal of Indicator 17 is to improve early literacy skills for students with IEPs. The Illinois Elevating Special Educators (IESE) Network supports districts in this endeavor through its statewide system of professional learning. IESE uses a comprehensive regional delivery system to serve all districts through differentiated, research-based professional learning and supportive services. IESE provides training, technical assistance, mentoring, and coaching to staff who support students with disabilities with the goal of building seamless, sustainable delivery systems for specialized populations of learners and improving outcomes for students with disabilities.

 Measurement

Proficiency rate percent = [(# of children with IEPs scoring at or above proficient against grade level academic achievement standards) divided by the (total # of children with IEPs who received a valid score and for whom a proficiency level was assigned for the regular assessment)] ​​

 Data Source

The ISBE data source is the Illinois Assessment of Readiness. This is the same data as is used for reporting to the U.S. Department of Education under Title I of the Elementary and Secondary Education Act, using EDFacts file specifications C175 and 178. ​
