Title I, Part A services focus on children who are most at risk of failing to meet state academic standards. Under Title I, Part A, school districts receiving federal funds must "set aside" or reserve money to support homeless students, even if they do not attend Title I schools. Funds provide supplemental services for children preschool through Grade 12, including homeless students.

To address the homeless reservation, districts, in their Title I District Plan, must include a description of homeless student services provided in coordination with the McKinney-Vento Act. The district must conduct a needs assessment and consult with stakeholders.

Per Public Act 104-0302, school districts shall report the homeless reservation information to the Illinois State Board of Education on an annual basis. View district-level data at FY 2025 District Title I Homeless ReservationsExcel Document. To address the reporting requirements, ISBE retrieved the homeless reservation through the below sources:

  • Amount of Title I funds received by each school district in the preceding school year.
    • Title I grant application
  • Amount of Title I funds reserved by each school district in the preceding school year to serve homeless children.
    • Title I grant application
  • Number of homeless children and youth identified and enrolled in each school district for that same school year.
    • ISBE Report Card
  • Amount of funds that were spent on homeless children and youth.
    • ESEA Performance Report
  • Activities on which such funds were spent.
    • Title I Homeless Reservation Survey

The homeless reservation information will be posted on ISBE's Title Grants webpage.
