The Community Residential Services Authority (CRSA) contributes to ISBE's statewide work to promote safe, inclusive, and healthy learning environments through monitoring, data, and compliance-related support. CRSA responds to inquiries and coordinates across ISBE and partner agencies to ensure consistent support within the department's scope. This department handles special education physical restraint, time out, and isolated time out (RTO) complaints for nonpublic schools and monitors schools' compliance with the bullying prevention policy mandate (105 ILCS 5/22-110 and 23 Ill. Admin. Code 1.295).

CRSA also supports the implementation and ongoing use of the Behavioral Health Care and Ongoing Navigation (BEACON) system by serving as parent navigators and providing technical assistance and systems-level support to families around educational issues.

The Illinois Children's Behavioral Health Transformation Initiative (CBHTI) works to improve coordination and accessibility of behavioral health services for youth across the state. CBHTI launched BEACON, the state's online portal designed to help families and those who work with them access behavioral health resources to ensure that every child in Illinois can receive the support they need. BEACON creates a single-entry point where parents — or anyone helping a child or family — can learn what state-funded and community-based services a youth may be eligible for and how to connect with them. ​
