The Illinois State Board of Education (ISBE) has approved the Illinois Comprehensive Numeracy Plan, a statewide initiative to strengthen math learning for all students. Rooted in evidence-based practices and informed by voices from the field, this plan is designed to support educators, schools, and districts with the tools, resources, and professional learning they need to deliver high-quality math instruction at every grade level. The Illinois Comprehensive Numeracy Plan will guide shared efforts across the state to improve student achievement in mathematics and prepare all learners for future success. ​

  • Needs Assessment
    • In spring 2025, a statewide needs assessment gathered input from the field to better understand current challenges, priorities, and areas of support in mathematics instruction. Three separate assessments were developed to gather feedback from the unique perspectives of:
      • Teachers, Teacher Leaders, and Instructional Coaches
      • Principals and District Leaders
      • External Partners
  • Summit Highlights
    • On June 3, 2025, ISBE hosted the Numeracy Plan Summit at Illinois State University. The event brought together educators, higher education faculty, school leaders, community organizations, nonprofit advocates, and policymakers to begin shaping a shared vision for improving mathematics outcomes in Illinois. Participants explored best practices, discussed effective instructional strategies, and identified key components for a statewide numeracy plan.

    • ​The Illinois State Board of Education conducted a statewide listening tour to gather direct input on Draft 1 of the Illinois Comprehensive Numeracy Plan. These sessions provided educational partners an opportunity to share feedback on the draft and help shape the future of numeracy instruction across Illinois. Feedback collected during this listening tour and through written feedback forms directly informed Draft 2 of the plan. Below is a list of the listening tour locations and session details:
